This quote from richard dawkins is taken and extrapolated on out of context. When he was asked how intelligent design could have happened, he hypothelized that possibly, a darwininan-evolved life form that was sufficiently advanced could have the ability to design a cell or life form through their technology. However, in the end, the creater would still be evolved through darwinian means, not the infinite regress as thought above. How life came to be is known as abiogenesis, which does not include design nor infinite regress.
